One row here is one partner's published BUDGET, not a contract value — which is why it is not comparable with the ИСУН arms. It is joined through the operation's THEME rather than through a list of culture bodies: „how much Interreg culture money reaches Bulgaria" and „how many culture institutions do Interreg" are different questions whose answers are several times apart.
Only a small share of the participations carry an EIK at all, so an EIK-keyed filter or link answers about a fifth of the question. The partners here are mostly municipalities and NGOs rather than state culture institutes — most of these programmes are bilateral, one border each.
