This page breaks public spending down by function — what the money is spent on, rather than who spends it. The classification is Eurostat's COFOG: ten functions, from general public services to education.
Every other page in this section reports the state budget — €24.78bn of expenditure in 2024. This one reports Eurostat's S13 sector: general government, i.e. the state plus municipalities plus the social security funds — €41.06bn for the same year. Both figures are correct and they are not the same thing, so they are never summed or compared directly.
"Health" means all health spending by every level of government — not the Ministry of Health's budget. For the institutional cut see spending units.
COFOG runs 2010–2024 while the КФП cash feed reaches 2026. For the most recent years there is no functional breakdown here — that is the source's coverage, not zero spending.
