The state budget is appropriated to first-level spending units — and they are not only ministries. The list also holds the President's Administration, the State Fund for Agriculture, the State Agency for National Security, the energy and financial regulators and other bodies funded directly from the budget.
The law sets a plan for every unit. Far fewer publish an execution report, so this page states outright how many reported and how many have only a plan. A missing report is that body's silence, not a gap in the data here.
