The state budget act sets a ceiling for every first-level spending unit. This page tracks three figures for each: the plan as voted, the amendment (where there was one) and the execution report.
„Spent more than the act allowed“ and „parliament allowed more during the year“ are different findings. A single „deviation“ column merges them and silently picks the first. They are two separate columns here — against the act as voted, and against the plan actually in force.
Only a small share of spending units publish an execution report. The page opens with how many did so for the selected year, because a ranking without that line would assert something the data cannot support. A missing report belongs to the body concerned rather than being a gap here — and for a year still running, reports are not yet due.
