How many people work for the state. The source is the annual Report on the State of the Administration — one row per year, 2017–2025.
The same report publishes two different quantities:
The gap between 133,275 and 98,446 is 34,829 and means nothing — it is not "unfilled posts". That figure is 12,348 and is published directly. So the two series are shown side by side with their bases named, and no arithmetic is done across them.
The report publishes no payroll, so not a single figure here is in euro. Rendered as €0 they would claim the administration costs nothing.
