The municipal investment programme (IPOP)

The investment programme for municipal projects — what has been agreed with municipalities and how much of it has reached them.

Two numbers that should be read together

€2.98bn agreed against €0.99bn paid, across 3,492 projects in 264 municipalities. The agreement figure alone reads as investment delivered; the pair reads as what it is.

"Flagged" is a threshold, not a verdict

A project is flagged when the agreement exceeds €100,000 and under 5% has been paid. That is a threshold, not a finding of delay, and the page shows it with evidence rather than a disclaimer:

  • A project's age matters. The project id carries an intake year: the 2024 cohort is 35.4% paid, the 2025 cohort 5.5%. 91 of the 769 flagged are the youngest cohort, where under 5% is entirely unremarkable.
  • 306 of the 769 — holding agreements worth €343.4m — already have payments submitted or awaiting settlement. The process has started; the paid column has not caught up with it.
