What municipalities build with their own capital budgets — project by project, from the itemised lists they adopt alongside their budget.
This corpus holds whichever municipalities published an itemised list that could be parsed: 9 of 265 in 2022 and again in 2023, 13 in 2024, 24 in 2025 and one in 2026. Every figure here is a sum over that set, never a national one. So the covered count sits in front of every total, and no total is ever labelled national.
The funding mix. An itemised list splits each project by where the money comes from — state subsidy, own funds, debt, EU funds, carry-over — a cut the article 53 transfers do not show. The trap is in the denominator, and it is narrower than it looks: only some of the already-few covered municipalities publish a split at all — 2 of 24 in 2025, one of 13 in 2024, and none in 2022 or 2026. So each source's share is computed over those few, not over the covered set and certainly not over the country.
