„Absorption" has two denominators

The share shown is paid against the contracted grant. Divided by the full contract value — that is, including the beneficiary's own co-financing — the percentage is materially lower. Both are true sentences about the same corpus, which is why the denominator is always written out.

The corpus covers the 2014-2020 and 2021-2027 operational programmes, the Recovery and Resilience Plan, the EEA/Norway financial mechanism and several national funds — hence „ИСУН 2020 contracts" rather than „EU funds".
