The map covers about half the money, and that is not an error

Only 4.6% of contracts carry no oblast — but those are exactly the ones holding about half the total contracted value. They are the national programmes: transport corridors, Recovery Plan instruments, technical assistance. They do not fall on a single place because they are not a project in a single place.

So the map's total is smaller than the corpus total, and the coverage is stated in money rather than in contract counts — „4.6% of contracts missing" is true and misleading at the same time.

Sofia city counts as one place. ИСУН splits it across four district codes; here they are folded, so the capital does not read as four separate oblasti.
