There is no central register of Bulgarian municipal-council decisions: each council publishes its own, on its own site, in its own format. We track 16 of the 265 councils — 5,148 decisions, of which 6 councils also publish a named vote (51,187 votes showing how each councillor voted).
Bulgarian minutes list only the councillors who voted — there is no record of who was absent — so participation is a share of the decisions with a named vote, not an attendance rate.
